Can a Reverend marry an Atheist against their will?

My brothers friend is a Rev. Since my brothers been home from the navy they've been harassing me and trying to get me to marry their fat friend 8( who is a racist 8( . Well anyways they've been following me around saying the wedding vows and I've been ignoring them. I think they are making fun of me because I'm an atheist. 8( this doesn't count as marriage right? Why do they let idiots be revrerands 8(
